TO ALL FELLOW SHAREHOLDERS,

I am very pleased to inform you that Kin Yeung, VP of Asia Operations, has just returned from China with a new contract in hand.

This contract provides for a Joint Venture to be formed with the Peoples Armed Police Hospital in Beijing in order to set up an MRI clinic at the hospital. Premier is now working on the financial projections and another visit to Beijing by Denis Tusar and Kin Yeung is anticipated in early December.

The MRI facility is just the first step towards the creation of a comprehensive Center for Advanced Diagnostics. It is anticipated that a high end CT, a PET/CT, and a cyclotron will follow in the coming year.
